Step-by-step solution

Idea: the two switches sit side by side across the same pair of points, so either of them on its own can complete the circuit.

With both open there is no path to ground, no current flows and the LED stays dark: output 0.

With either one closed a path exists, current flows and the LED glows: output 1.

With both closed the path is still there, so the output is 1 again.

The pattern 0,1,1,1 is the OR gate.
