Given: q = 4×10⁻⁷ C, V = 4×10⁴ V, k = 9×10⁹ N m² C⁻².
Idea: the potential of a point charge is V = (kq)/r, so r = (kq)/V.
kq = 9×10⁹×4×10⁻⁷ = 3600 V m.
r = (3600)/(4×10⁴) = 0.09 m.
So r = 9 cm.
