Given: electric flux Φ_E.
Idea: Φ_E=⃗E·⃗A -- the field multiplied by the area it crosses.
[E]=([F])/([q])=(M¹L¹T⁻²)/(T¹A¹)=M¹L¹T⁻³A⁻¹.
Multiplying by [A]=L²: [Φ_E]=M¹L³T⁻³A⁻¹.
Check with Gauss's law, Φ_E=q/(ε₀): (T¹A¹)/(M⁻¹L⁻³T⁴A²)=M¹L³T⁻³A⁻¹, the same.
So the dimensional formula of electric flux is M¹L³T⁻³A⁻¹, matching the unit N m² C⁻¹.
