Idea: compare the forces on the two charges, and the couple they form.

Net force: ⃗F=q⃗E₊-q⃗E₋. In a non-uniform field ⃗E₊ eq⃗E₋, so the dipole feels a net force.

Torque: τ⃗=⃗p×⃗E, which is zero when ⃗p points along the field - for example a dipole lying along a straight field line.

So in a non-uniform field there is a net force, while the torque may or may not be zero depending on the orientation: the torque may be zero.
