A transformer has two coils, the primary and the secondary, wound on a common soft-iron core.
The alternating current in the primary sets up an alternating flux in the core, which induces an emf in the secondary by mutual induction.
The voltages are in the ratio of the turns: (Vₛ)/(Vₚ)=(Nₛ)/(Nₚ).
With Nₛ>Nₚ the voltage is stepped up; with Nₛ<Nₚ it is stepped down.
So the device is the transformer.
