Convert the energy to a wavelength with λ=(hc)/E, using hc=1240 eV nm.
λ=(1240)/(15×10³)=0.083 nm.
The X-ray band runs from about 1 nm down to 10⁻³ nm, and 0.083 nm sits inside it.
So 15 keV photons are X-rays.
