Air rushing past an insulating tanker charges it by friction, and the charge cannot leak away through rubber tyres.
The accumulated charge can build a potential difference large enough to spark, which is lethal near petrol or gas vapour.
A metallic chain touching the road provides a conducting path to earth, so the charge drains away continuously and no spark can form.
