Step-by-step solution

Idea: while a capacitor charges, current arrives at one plate and leaves the other, but nothing crosses the gap. Ampere's law then gives two different answers for the same loop, depending on which surface you stretch across it.

Maxwell noticed that the electric field between the plates is growing, so the electric flux through that surface is changing.

He added the term i_d=ε₀(dφ_E)/(dt), which turns out to equal the conduction current arriving at the plate, and the law becomes consistent again.

So the displacement current is generated by a time-varying electric field.
