Idea: test each statement against the rules for electrostatic field lines.
Continuous curves without breaks: true in any charge-free region.
Never cross: true, since the field has only one direction at each point.
Tangent gives the direction of ⃗E: true, by the way field lines are defined.
Closed loops: false. Electrostatic field lines start on positive charges and end on negative charges (or run off to infinity); the electrostatic field is conservative, so its lines never close on themselves.
So the statement that is not true is that field lines form closed loops.
