Idea: every charge produces an electric field; only moving charges produce a magnetic field.
A stationary charge sets up the Coulomb field E=1/(4πε₀)q/(r²) around it.
With no motion there is no current, and so no magnetic field.
So a stationary charge produces an electric field only. (A charge moving at constant velocity produces both; an accelerated charge also radiates.)
