Idea: a dimensional constant has a fixed numerical value and a non-trivial dimensional formula; a dimensionless constant has only the number.
G=(Fr²)/(m₁m₂)⇒[G]=[M⁻¹L³T⁻²]
G is fixed in value and carries dimensions, so it is a dimensional constant.
The other three are all pure ratios, hence dimensionless.
