Idea: past breakdown a Zener holds its voltage almost constant however the current changes, and that is exactly what a regulator needs.
Placed in reverse across a load with a series resistor, it pins the load voltage at its breakdown value.
If the supply rises or the load draws less, the diode simply passes more current and the voltage across the load hardly moves.
That is voltage stabilisation, which is what the Zener is made for.
