Idea: count the inversions, because each one flips the answer and two of them cancel.
The first gate gives A+B.
The second gate has its inputs tied, so it inverts: A+B.
The third gate is a NOT, which inverts again: A+B.
Three inversions leave one, so the network is a NOR gate.
