Intensity is the rate at which photons arrive, so the current is proportional to it. That makes the first statement correct.
The stopping potential comes from eV₀=h u-φ₀, so it tracks frequency and ignores intensity.
Raising the applied voltage collects a larger share of the emitted electrons at first, but once all of them are collected the current saturates.
