Assertion: water alone does not remove oil or grease from cloth, which is why detergents exist. (A) is true.
Reason: for water on an oily surface the contact angle is obtuse, θ>90°, so water does not wet grease. (R) is true.
A large contact angle makes cos θ negative, so instead of spreading along the fibres and under the stain, water pulls itself into beads and rolls off.
Without that spreading the stain is never lifted; a detergent works by reducing the contact angle so the liquid can wet the grease and carry it away.
So both are true and (R) is the correct explanation of (A).
