Every meter reads a difference: a voltmeter measures the potential difference between two points, never an absolute potential
Absolute voltage (potential) is fixed only after an arbitrary zero is chosen, so it is not itself measurable
Displacement current is measurable — it is detected through the magnetic field it produces between the plates — and resistance is measured as the V–I ratio
