Step-by-step solution

Steady state: no current into the capacitor, so the chain carries I=6/(6 kΩ)=1 mA.

The capacitor is across the bottom 2 kΩ: V=1 mA×2 kΩ=2 V.

The upper plate is at the higher potential, so it holds positive charge.
