Step-by-step solution

Current is zero when voltage is maximum only if the current lags/leads the voltage by 90°, i.e. a purely reactive (wattless) element.

Pure inductor (A), pure capacitor (B) and a pure L--C combination (D) all give a 90° phase.

A pure resistor (C) keeps current in phase with voltage, so its current peaks with the voltage.
